SYNOPSIS:  At 10:00 PM today, the center of Tropical Depression "SAMUEL" was estimated based on all available data at 90 km East Northeast of Guiuan, Eastern Samar (11.3 °N, 126.5 °E). "SAMUEL" is expected to make landfall over the southern portion of Eastern Samar between 12:00 AM and 2:00 AM tomorrow.
