TITLE: AN ACT ACCELERATING UNIVERSAL ACCESS TO TERTIARY EDUCATION BY PROVIDING
FOR A TUITION SUBSIDY AND FINANCIAL ASSISTANCE TO STUDENTS ENROLLED IN STATE
UNIVERSITIES AND COLLEGES (SUCs), PRIVATE HIGHER EDUCATION INSTITUTIONS (HEIs)
AND TECHNICAL-VOCATIONAL INSTITUTIONS (TVIs), AND APPROPRIATING FUNDS THEREFOR.

RELEVANT
INFORMATION:
ELIGIBILTY:
Filipino
students currently enrolled or will enroll in SUCs can get the full tuition
subsidy upon meeting the admission requirements of the state university or
college.
NON-ELIGIBILTY:
Those who
already attained a bachelor's degree or any equivalent degree in any HEI, and
those who have been "dishonorably discharged from any HEI… for any reason
other than financial difficulty in paying tuition and other fees."
AGENCY
ADMINISTRATION:
CHED is
mandated to manage and administer an SUC Tuition Subsidy Fund that will be made
available to SUCs that will comply with requirements set by the law. The agency
is also mandated to resolve and mediate disputes concerning ineligibility or
disqualification of students from the full tuition subsidy.
The
Commission must also come up with the following:
- a reporting mechanism where SUCs will indicate the exact amount of tuition subsidy availed by a student
- an "efficient and transparent mechanism" that will ensure the payment of the tuition subsidy to respective SUCs
