PAGASA Public Weather Forecast Update for Tropical Depression as of 5:00 AM 17 November 2018.

Synopsis:  Northeasterly surface windflow affecting Northern Luzon. 
TROPICAL DEPRESSION @ 3:00 AM
Tropical Cyclone Information: (Tropical Depression Outside PAR)
Location (3AM): 1,615 km East of Mindanao (7.8N, 141.0E)
Maximum sustained winds/Gustiness: 45/60kph
Movement: West at 20kph
Expected enter PAR: between Saturday evening or Sunday morning (Once enter PAR, it will be named "Samuel".
Affected Areas: East of Visayas and Mindanao

FORECAST WEATHER CONDITION



NCR: Partly cloudy to cloudy skies with isolated rainshowers or thunderstorms are expected over Metro Manila and the rest of NCR-PRSD forecast area. Light to occasionally strong winds coming from northeast to east will prevail and becoming northwest over Pampanga, Tarlac, Zambales and Bataan. The coastal waters along these areas will be slight to occasionally rough. 

Northern Luzon: Bahagyang maulap hanggang sa maulap na papawirin na may pulu-pulong mahinang mga pag-ulan dulot ng Hanging Amihan ang mararanasan sa mga lalawigan ng Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Apayao, Abra, Benguet, Mt. Province, Ifugao, Kalinga, Aurora, Batanes, Cagayan, Isabela, Nueva Vizcaya, at Quirino.

Southern Luzon: Bahagyang maulap hanggang sa maulap na kalangitan na may pulo-pulong mga pag-ulan ang iiral sa Kabikulan, Oriental Mindoro, Marinduque, Romblon at Northern Samar. Katamtaman hanggang sa malakas na hangin mula sa Hilagang-silangan hanggang sa Silangan ang iiral na may katamtaman hanggang sa maalon na karagatan.

Visayas: The whole Visayas, Palawan  and Occidental Mindoro will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms. Moderate to strong winds from Northeast to East will prevail over the eastern section of Visayas, and its coastal waters will be moderate to rough. Meanwhile, light to moderate winds blowing from the Northeast to East will prevail over Palawan, Occidental Mindoro and the rest of Visayas with slight to moderate seas.

Mindanao: Mindanao will experience partly cloudy to cloudy skies with isolated rainshowers due to localized thunderstorm. Light to moderate winds from the Northeast to East and the coastal waters will be slight to moderate.
