SYNOPSIS:  At 3:00 AM today, the Low Pressure Area (LPA) was estimated based on all available data at 690 km Northeast of Hinatuan, Surigao del Sur (13.3 N, 130.2 E). Northeast Monsoon affecting Luzon.

NCR Weather: Partly cloudy to cloudy skies with isolated rainshowers or thunderstorms are expected over Metro Manila and the rest of NCR-PRSD forecast area. Light to occasionally strong winds coming from northeast to east will prevail and becoming northwest over Pampanga, Tarlac, Zambales and Bataan. The coastal waters along these areas will be slight to occasionally rough.
