1. In recognition of the invaluable service rendered by
Alternative Learning System (ALS) Mobile
Teachers (MT) and District ALS Coordinators (DALSCs) on the implementation of ALS programs, and in consideration of the increasing
amount of traveling expenses they incur
due to petroleum/ gasoline price hikes, the Bureau of Alternative Learning
System (BALS) of the Department of Education (DepEd)
allocates the transportation and teaching aid
allowances in the amount of Twenty Nine Thousand Pesos (PhP29,000.00) for MTs
and Full-time DALSCs and Fourteen Thousand Five
Hundred Pesos (PhP14,500.00) for Part-
time DALSCs annually.

2. Enclosed are the Revised Implementing Guidelines on the
Provision of Teaching Aid and Transportation Allowances to ALS
Mobile Teachers and District Alternative Learning
System Coordinators (DALSCs) which will help facilitate the
standardized disbursement and utilization of funds.
3. All existing Orders and Memoranda inconsistent with this
Order are rescinded. These guidelines will remain in force and
effect during the duration of the program, unless sooner repealed, amended or rescinded.

REVISED IMPLEMENTING GUIDELINES ON THE PROVISION OF TEACHING AID AND TRANSPORTATION ALLOWANCES TO ALS MOBILE TEACHERS AND DISTRICT ALS COORDINATORS
1.0 Purpose
The ALS program implementation is lodged primarily with
the Mobile Teachers and District ALS Coordinators (DALSC)
who are assigned to conduct intensive community-based
learning sessions for out-of-school children, youth and adults in far-flung and isolated communities as well
as in other marginalized communities in all divisions
nationwide.
Considering the nature of work of both Mobile Teachers and
DALSCs as learning facilitators, the Department of
Education, through the Bureau of Alternative
Learning System (BALS) provided them with monthly transportation allowance and yearly teaching aid.
The revised guidelines shall provide information as to who
are entitled to receive teaching aid and transportation
allowances, as well as fund allocation, release
and disbursement.
2.0 Coverage
All Divisions that employ and supervise Mobile Teachers and
DALSCs nationwide are covered by these guidelines.
3.0 Definition of Terms
For purposes of these guidelines, the following terms
shall be construed to mean as follows:

community-based ALS programs and learning sessions for the illiterates

3.2 Full-time
District ALS Coordinators - DepED formal school teachers who
are locally designated as District ALS Coordinators and take on full-time
load to coordinate ALS implementation in the district and conduct learning
sessions for illiterates and out-of-school children, youth and adults and
formal school leavers.

3.3 Part-time
District ALS Coordinators - DepED

4.0 Entitlement
All Mobile Teachers and
DALSCs are entitled to receive the teaching aid and
transportation allowances. Such allowances shall be used to defray additional transportation expenses that the learning
facilitators incur to reach all types of ALS
learners in far-flung barangays. The teaching aid allowance is intended for purchase and or reproduction of supplies and
materials in the facilitation of the teaching-learning process.
All MTs and DALSCs are required to enlist at least Fifty
(50) learners as the minimum, excluding InfED enrollees, in
order to qualify and avail of this benefit.
However, the number of InfED learners must still be included in the list of enrollees and serve as a value-added in the ALS
implementer's performance.
5.0 Types and Amount of Allowances
Each learning facilitator (ALS
Mobile Teachers and District ALS
Coordinators) shall receive incentives/extra
allowances, as follows:

release of the allotment by Department of Budget and Management
(DBM) to DepEd-CO, the Budget Division-FMS shall issue the Sub-
Allotment Release Order (Sub-ARO) through the Schools Division Offices.

6.3 The allocated amount must be disbursed directly to the ALS
