The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Filipino: Pangasiwaan ng Pilipinas sa Serbisyong Atmospero, Heopisiko at Astronomiya, abbreviated as PAGASA [pagˈasa], which means "hope" as in the Tagalog word pag-asa) is the National Meteorological and Hydrological Services (NMHS) agency of the Republic of the Philippines mandated to provide protection against natural calamities and to insure the safety, well-being and economic security of all the people, and for the promotion of national progress by undertaking scientific and technological services in meteorology, hydrology, climatology, astronomy and other geophysical sciences. SYNOPSIS: As of 3:00 am today, the center of Tropical Depression "Ester" was estimated based on all available data at 320 km North Northwest of Basco, Batanes (22.9 °N, 120.4 °E) with maximum winds of 55 km/h near the center and gustiness of up to 90 km/h. Moving Northeast at 13 km/h. Southwest Monsoon affecting Luzon.
FORECAST WEATHER CONDITIONS:
Ilocos Region, Cordillera Administrative Region, Batanes, Babuyan Group of Islands, Tarlac, Pampanga, Bataan and Zambaleswill experience Monsoon Rains due to Southwest Monsoon. Possible flooding or landslides due to moderate to occasional heavy rains
Metro Manila, CALABARZON, MIMAROPA, rest of Cagayan Valley and of Central Luzon will experience cloudy skies with light to moderate rains and isolated thunderstorm caused by Southwest Monsoon. Possible flooding in low lying areas
Bicol Region, Visayas and Mindanao will experience partly cloudy to cloudy skies with isolated rainshowers because of the ocalized thunderstorms. No significant impact
