SYNOPSIS:    At 3:00 AM today,  the center of Tropical Storm "INDAY" was estimated based on all available data at 840 km East of Basco, Batanes (19.4 °N, 129.9 °E)  with maximum sustained winds of 65 km/h near the center and gustiness of up to 80 km/h. Moving  almost stationary.  Southwest Monsoon affecting Luzon.
