    SYNOPSIS:    At 3:00 AM today,  the Low Pressure Area (LPA) was estimated based on all available data at 540  km East of Aparri, Cagayan (19.0 °N, 126.7 °E).  Southwest Monsoon affecting Luzon and Visayas.
