SYNOPSIS:  At 3:00 PM today, the center of Typhoon “TOMAS” (MAN-YI) was located based on all available data at 1,515 km East of Appari, Cagayan (18.3⁰N, 136.0⁰E) with maximum sustained winds of 145 km/h near the center and gustiness of up to 180 km/h. It is moving Northeast slowly. Northeast Monsoon affecting Northern Luzon.

NCR Weather: Partly cloudy to cloudy skies with isolated rainshowers or thunderstorms are expected over Metro Manila and the rest of NCR-PRSD forecast area. Light to occasionally strong winds coming from northeast to east will prevail and becoming northwest over Pampanga, Tarlac, Zambales and Bataan. The coastal waters along these areas will be slight to occasionally rough.
