SYNOPSIS:  At 3:00 AM today, the center of Tropical Depression "USMAN" was estimated based on all available data at 480 km East of Surigao City, Surigao del Norte (10.5 N, 129.8 E) with maximum sustained winds of 55 km/h near the center and gustiness of up to 65 km/h. It is moving West Northwest at 20km/h. Northeast Monsoon affecting Northern Luzon.

Visayas Weather: Eastern Visayas will have rains with gusty winds while Central Visayas will have cloudy skies with scattered rains and thunderstorms due to TD Usman. Western Visayas, Occidental Mindoro, and Palawan will experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms.
