Synposis: At 3:00 AM today, the center of Tropical Storm "FALCON" was estimated based on all available data in the vicinity of Ballesteros, Cagayan (18.4N, 121.5E) with maximum sustained winds of 65 km/h near the center and gustiness of up to 80 km/h. It is moving Northwest at 35 km/h. Southwest Monsoon affecting Central and Southern Luzon and Visayas. [Read 17 July Suspension of Classes]
