Issued at 05:00 PM, August 31, 2019 Synposis  At 3:00 PM today, the Low Pressure Area (LPA) was estimated based on all available data at 115°km North of Aparri, Cagayan (19.4°N, 121.6°E). Meanwhile another Low Pressure Area (LPA) was estimated based on all available data at 765°km East Southeast of Hinatuan, Surigao del Sur°(6.9°N, 133.1°E).°Southwest Monsoon affecting the western section of Luzon.
