Issued at 05:00 PM, September 01, 2019 Synposis  At 3:00 PM today, the center of Tropical Depression "Liwayway" was estimated based on all available data at 460°km East Northeast of Maasin City, Southern Leyte or 350 km East of Guiuan, Eastern Samar (11.3°N, 128.9°E) with maximum sustained winds of 45 km/h near the center and gustiness of up to 60 km/h. It is moving Northwest°at 20 km/h. Southwest Monsoon affecting the western section of Luzon.
