Issued at 05:00 AM, September 03, 2019 Synposis  At 3:00 AM today, the center of Tropical Storm "LIWAYWAY"°{LINGLING} was estimated based on all available data at 270 km East of Calayan, Cagayan (19.0°N, 124.0°E) with maximum sustained winds of 85 km/h near the center and gustiness of up to°105 km/h. It is moving North Northwest at°20 km/h. Southwest Monsoon affecting Luzon and Western Visayas.
