Iloilo City and the eldest son of his parents Cesar Drilon, Sr. and Primitiva
Magtunao. He was graduated in College in University of the Philippines serving
as the associate editor to the Philippine Collegian and councilor of the U.P.
Student Council. He completed his Bachelor of Laws at the University of the
Philippines College of Law in year 1969.
