SYNOPSIS:    At 3:00 PM today,  the Low Pressure Area (LPA) was estimated based on all available data at 805  km East of Tuguegarao City, Cagayan (17.7 °N, 129.3 °E).  Southwest Monsoon affecting Luzon and Visayas. TROPICAL CYCLONE ADVISORY TROPICAL STORM "SON-TINH" (FORMERLY "HENRY") LOCATION OF THE CENTER (AS OF 3PM):  700 km West of Basco, Batanes (19.3   °N, 115.4 °E) MAXIMUM SUSTAINED WINDS:  65 km/h GUSTINESS:  80 km/h MOVEMENT:  West at 45 km/h .
