SYNOPSIS: Southwest Monsoon affecting the western sections of Luzon and Visayas. Meanwhile, at 3:00 PM today, the eye of Typhoon SOULIK was located based on all available data at 1,915 km East Northeast of Extreme Northern Luzon (24.8 °N, 140.0 °E)[OUTSIDE PAR] with maximum sustained winds of 140 km/h near the center and gustiness of up to 170 km/h. It is almost stationary.
