Synopsis: TYPHOON "ROSITA" MAINTAINS ITS STRENGTH AND CONTINUES TO POSE A SERIOUS THREAT OVER SOUTHERN ISABELA.
- Expected landfall over Southern Isabela this morning (5 - 7 AM) and will traverse Aurora, Isabela, Quirino, Ifugao, Nueva Vizcaya, Benguet and La Union.
- Stormy Weather over the areas under Tropical Cyclone Warning Signal (TCWS) No. 3 & 2. Travel by land is risky over these areas.
- Expect moderate to heavy rains directly associated with the Typhoon over Northern and Central Luzon. Residents in these areas, especially those living near river channels, in low-lying areas and mountainous areas, are advised to take appropriate actions against possible flooding and landslides, coordinate with the local disaster risk reduction and management offices.
- Storm surge of up to 3 meters is possible over the coastal areas of Isabela, Cagayan, Aurora, Ilocos Sur, Ilocos Norte, La Union and Pangasinan.
- Fisherfolks and those with small seacrafts are advised not to venture out over the seaboards of areas with TCWS, Eastern and Western seaboards of Southern Luzon, and Eastern seaboards of Visayas, and Mindanao.
- Possible exit landmass this afternoon and will exit PAR by tomorrow evening (31 Oct.)

- Isabela, Quirino, Northern Aurora, Nueva Vizcaya, Ifugao, Benguet, La Union, Ilocos Sur, Mountain Province, and Pangasinan.
#2 (61-120kph expected in 24 hrs)
- Cagayan, Ilocos Norte, Apayao, Abra, Kalinga, Tarlac, Nueva Ecija, Northern Quezon including Polillo Island, Southern Aurora, Zambales, Pampanga and Bulacan.
#1 (30-60kph expected in 36 hrs)
- Southern Quezon, Batanes and Babuyan group of Islands, Rizal, Metro Manila, Laguna, Batangas, Bataan, Cavite, and Camarines Norte.
Location of eye/center: At 1:00 AM today, the eye of Typhoon "ROSITA" was located based on all available data at 130 km East Northeast of Casiguran, Aurora (16.8 °N, 123.2 °E)
Strength: Maximum sustained winds of 150 km/h near the center and gustiness of up to 185 km/h
