SYNOPSIS: At 3:00 AM today, the eye of Typhoon"KONG-REY" was located based on all available data at 1,565 km East of Southern Luzon (15.4N, 136.2E)[OUTSIDE PAR]with maximum sustained winds of130 km/h near the center and gustiness of up to160 km/h. It is moving West Northwest at15 km/h.

NCR Weather Situation: Partly cloudy to cloudy skies with isolated rainshowers or thunderstorms will be experienced over Metro Manila and the rest of NCR-PRSD forecast areas. Light to moderate winds blowing from northwest to west will prevail over the western section and from northeast over the eastern section. The coastal waters will be slight to moderate.
