SEVERE WEATHER BULLETIN #4 FOR:Tropical Depression Usman as of 11:00 PM 26 December 2018.

  • Possible raising of Tropical Cyclone Warning Signal #1 over Northern Samar, Samar, Biliran, Leyte, and Southern Leyte in the next severe weather bulletin.
  • "USMAN" may intensify into a Tropical Storm prior to landfall over Eastern Samar on 28 December (Friday).
  • Moderate to heavy rains, which may trigger floodings and landslides, is expected over Bicol Region, Eastern Visayas, Surigao del Norte and Dinagat Islands tomorrow (December 27). Residents of these areas, especially those living near river channels and in low-lying and mountainous areas, are advised to take precautionary measures, coordinate with local disaster risk reduction and management offices, and continue monitoring for updates.
  • Fisherfolks and those with small seacrafts are advised not to venture out over the eastern seaboards of Eastern Samar, Dinagat Islands and Surigao Provinces due to rough seas associated with "USMAN".
  • Possible exit PAR on 31 December. 

Location of eye/center: At 10:00 PM today, the center of Tropical Depression "USMAN" was estimated based on all available data at 565 km East of Surigao City, Surigao del Norte (10.6 °N, 130.6 °E)
Strength: Maximum sustained winds of 55 km/h near the center and gustiness of up to 65 km/h
Forecast Movement: Moving West Northwest at 20 km/h

96 Hour(Sunday evening):150 km East Northeast of Pagasa Island, Palawan(11.4°N, 115.4°E)
120 Hour(Monday evening):165 km West of Pagasa Island, Palawan (OUTSIDE PAR)(11.0°N, 112.6°E)

Eastern Samar
->Very light or no damage to high risk structures,
->Light damage to medium to low risk structures
->Slight damage to some houses of very light materials or makeshift structures in exposed communities. Some banana plants are tilted, a few downed and leaves are generally damaged
->Twigs of small trees may be broken.
->Rice crops, however, may suffer significant damage when it is in its flowering stage.
