SYNOPSIS:  At 3:00 pm today, the center of Tropical Depression (TD) “Usman” was estimated at 690 km ENE of Hinatuan, Surigao del Sur (10.3oN, 132.3oE) with maximum winds of 55 kph near the center and gustiness of up to 65 kph. It is moving Northwest at 15 kph and Northeast monsoon is affecting Northern Luzon

Visayas Weather: Eastern & Central Visayas will have cloudy skies with scattered rains and thunderstorms due to the trough of TD. The rest of Visayas, Occidental Mindoro, and Palawan will experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms.
