SYNOPSIS:  At 3:00 AM today, the center of Tropical Depression "USMAN" was estimated based on all available data at 100 km East Southeast of Guiuan, Eastern Samar (10.8 N, 126.6 E) with maximum sustained winds of 55 km/h near the center and gustiness of up to 65 km/h. Moving West at 15 km/h. Northeast Monsoon affecting Northern and Central Luzon.

Weather Condition Update: Moderate to heavy rains will prevail over CALABARZON, MIMAROPA, Bicol Region and Aurora, while light to moderate with at times heavy rains is expected over Metro Manila and Visayas.
