Issued at 05:00 AM, 24 August 2019 Synposis: At 3:00 AM today, the center of Severe Tropical Storm "INENG" {BAILU} was estimated at 110 km East Northeast of Basco, Batanes (20.7°N, 123.0°E) with maximum sustained winds of 100 km/h near the center and gustiness of up to 125 km/h. It is moving Northwest at 25 km/h. Southwest Monsoon affecting the western sections of Luzon and Visayas.
