Issued at 05:00 PM, 24 August 2019 Synposis: At 3:00 PM today, the center of Severe Tropical Storm "INENG" {BAILU} was estimated at 235°km Northwest of Basco, Batanes (22.2°N, 120.7°E) with maximum sustained winds of 100 km/h near the center and gustiness of up to 125 km/h. It is moving West°Northwest at 20 km/h. Southwest Monsoon affecting Luzon and Western Visayas.
