Issued at 05:00 AM, September 02, 2019 Synposis  At 3:00 AM today, the center of Tropical Depression "Liwayway" was estimated based on all available data at 450°km East of Daet, Camarines Norte or° 325 East Northeast of Virac, Catanduanes (14.4°N, 127.1°E) with maximum sustained winds of 55 km/h near the center and gustiness of up to°70 km/h. It is moving North Northwest at 25 km/h. Southwest Monsoon affecting the western section of Luzon.
