Issued at 05:00 AM, October 22, 2019 Synposis  Northeasterly Surface Windflow prevailing over Luzon.  A new typhoon being monitored by PAGASA at distance of 576 km east of Northern Luzon [OUT. PAR.]. Meanwhile, another LPA is at distance of 1360 km East of Northern Luzon - is not expected to developed into a Tropical cyclone.
