Issued at 05:00 PM, November 12, 2019 Synposis: At 3:00 PM today, the center of Tropical Depression "RAMON" was estimated based on all available data at 670 km East of Borongan, Eastern Samar (11.7 °N, 131.6 °E), with maximum sustained winds of 55 km/h near the center and gustiness of up to 70 km/h. It is moving west slowly. Northeast Monsoon affecting Northern and Central Luzon.
REGIONAL FORECAST: 
Visayas, Bicol Region, and the provinces of Quezon, Mindoro, Marinduque, Romblon, Surigao del Norte, and Dinagat Cloudy skies with scattered rainshowers and thunderstorms TD -RAMON- Possible flash floods or landslides during severe thunderstorms.
Metro Manila and the rest of Luzon will experience Cloudy skies with light rains due to Northeast Monsoon No Significant impact.
The rest of Mindanao will experience Partly cloudy to cloudy skies with isolated rainshowers due to Localized Thunderstorms. Possible flash floods or landslides during severe thunderstorms.
