Issued at 05:00 AM, November 13, 2019 Synposis: At 3:00 AM today, the center of Tropical Depression "RAMON" was estimated based on all available data at 515 km East of Borongan, Eastern Samar (12.2 °N, 130.1 °E), with maximum sustained winds of 55 km/h near the center and gustiness of up to 70 km/h. It is moving West °Northwest at 15 km/h. Northeast Monsoon affecting Northern and Central Luzon.
REGIONAL FORECAST: 
Eastern Samar and Eastern Portion of Northern Samar Rains with will experience Gusty winds due to TD -RAMON-. Possible flash floods or landslides due to scattered moderate to at times heavy rains.
The rest of Eastern Visayas, Central Visayas, Bicol Region and the provinces of Quezon, Romblon and Marinduque will experience Cloudy skies with scattered rainshowers and thunderstorms due to TD -RAMON. Possible flash floods or landslides during severe thunderstorms.
Metro Manila, Ilocos Region, Cordillera Administrative Region, Cagayan Valley and Central Luzon will experience Cloudy skies with light rains due to Northeast Monsoon.  No Significant impact.

• Tomorrow, light to moderate with occasional heavy rains may be experienced over the eastern portion of Isabela and Northern Aurora. Light to moderate with intermittent heavy rains over Bicol Region, Cagayan, Apayao, Quezon, Northern Samar and the rest of Isabela and Aurora.
• Tropical Cyclone Wind Signal (TCWS #1) may be raised over Camarines Sur, Albay, Sorsogon and the rest of Northern Samar in the next bulletin.
• Tropical Depression "RAMON" is forecast to intensify into a Tropical Storm within the next 24 hours.
