Issued at 05:00 PM, November 16, 2019 Synposis: At 3:00 PM today, the center of Tropical Storm "RAMON" {KALMAEGI} was estimated based on all available data at 430 km East of Casiguran, Aurora (15.7 °N, 126.1 °E), with maximum sustained winds of 65 km/h near the center and gustiness of up to 80 km/h. It is moving South Southwest at 15 km/h. Northeast Monsoon affecting Northern Luzon.
ACTIVE TROPICAL CYCLONE OUTSIDE PAR AS OF 3:00 PM TODAY TYPHOON {FENGSHEN} (1925) LOCATION: 2,425 KM EAST OF EXTREME NORTHERN LUZON (25.0 °N, 145.1 °E) MAXIMUM SUSTAINED WINDS: 155 KM/H GUSTINESS: UP TO 190 KM/H MOVEMENT: NORTHEAST AT 30 KM/H
REGIONAL FORECAST: Visayas, Cagayan Valley, Bicol Region, and the provinces of Apayao, Aurora, Quezon, Mindoro, Marinduque and Romblon will experience Cloudy skies with scattered rainshowers and thunderstorms due to TS -Ramon-.  Possible flash floods or landslides during severe thunderstorms.
Ilocos Region and the rest of Cordillera Administrative Region will experience Partly cloudy to cloudy skies with isolated light rains due to Northeast Monsoon.  No Significant impact.
Metro Manila and the rest of the country will experience Partly cloudy to cloudy skies with isolated rainshowers due to Localized Thunderstorms.  Possible flash floods or landslides during severe thunderstorms.

TS "RAMON" STARTED TO MOVE SOUTH SOUTHWESTWARD OVER THE PHILIPPINE SEA EAST OF NORTHERN LUZON.

Today, light to moderate with intermittent heavy rains may be experienced over the eastern portions of Cagayan and Isabela.

Tomorrow, light to moderate with occasional heavy rains may be experienced over the Cagayan and Isabela. Light to moderate with intermittent heavy rains over Apayao, Kalinga, and Northern Aurora.
