Issued at 05:00 AM, November 20, 2019 Synposis: At 3:00 AM today, the center of Severe Tropical Storm "RAMON" {KALMAEGI} was estimated based on all available data in the vicinity of Gonzaga, Cagayan (18.2 °N, 122.0 °E), with maximum sustained winds of 100 km/h near the center and gustiness of up to 165 km/h. It is moving Southwest at 10 km/h. Furthermore, at 3:00 AM today, the center of Tropical Depression "SARAH" was estimated based on all available data at 515 km East Northeast of Virac, Catanduanes or 760 km East of Infanta, Quezon (15.2 °N, 128.7 °E), with maximum sustained winds of 55 km/h near the center and gustiness of up to 70 km/h. It is moving Northwest at 25 km/h. REGIONAL FORECAST: Cagayan, Batanes, Apayao, Abra, Kalinga and Ilocos Provinces will experience Stormy condition due to STS -Ramon-. Possible floodings or landslides. Moderate to heavy damage due to strong winds.
The rest of Cordillera Administrative Region and of Ilocos Region will experience Occasional rains with gusty winds due to STS -Ramon-. Possible floodings or landslides. Very light to light damage due to strong winds.
Aurora and the rest of Cagayan Valley will experience Cloudy skies with scattered rainshowers and thunderstorms due to STS - Ramon-.  Possible flash floods or landslides during severe thunderstorms.
Metro Manila and the rest of the country will experience Partly cloudy to cloudy skies with isolated rainshowers due to Localized Thunderstorms. Possible flash floods or landslides during severe thunderstorms.

Rainfall outlook for today: Light to moderate with occasional to frequent heavy rains over Batanes, Cagayan including Babuyan Islands, Apayao, and the northern portion of Ilocos Norte. Light to moderate with intermittent heavy rains over Ilocos Sur, Abra, Kalinga, Mt. Province, Ifugao, the northern portion of Isabela, and the rest of Ilocos Norte.
