Issued at 05:00 AM, November 29, 2019 Northeast Monsoon affecting Northern and Central Luzon.
"KAMMURI" is forecast to enter the Philippine Area of Responsibility (PAR) between Saturday evening (30 November) and Sunday (01 December) morning and will be named "TISOY" as the 20th Philippine tropical cyclone for 2019. Tropical Cyclone Wind Signal #1 may be raised over the eastern portion of Bicol Region-Eastern Visayas area on Sunday. Disruption of maritime travel may be experienced in these areas. Steady intensification is likely throughout the forecast period.

ACTIVE TROPICAL CYCLONE OUTSIDE PAR AS OF 3:00 AM TODAY: TYPHOON {KAMMURI} (1928) LOCATION: 1,350 KM EAST OF SOUTHERN LUZON (13.8 °N, 136.7 °E) MAXIMUM SUSTAINED WINDS: 130 KM/H GUSTINESS: UP TO 160 KM/H MOVEMENT: WEST AT 25 KM/H EXPECTED LANDFALL: BICOL REGION 
REGIONAL FORECAST: Cordillera Administrative Region, Cagayan Valley and the provinces of Aurora and Quezon will experience Cloudy skies with scattered rains due to Northeast Monsoon. No Significant impact.
Metro Manila and the rest of Luzon. Partly cloudy to cloudy skies with isolated light rains Northeast . Monsoon No Significant impact.
Visayas and Mindanao will experience Partly cloudy to cloudy skies with isolated rainshowers due to Localized Thunderstorm. Possible flash floods or landslides during severe thunderstorm.
