PAGASA Weather Update for Severe Tropical Storm "SARAH" as of 5:00 AM 21 November 2019.

Synposis: It is moving Northwest at 25 km/h.
At 3:00 AM today, the center of Severe Tropical Storm "SARAH" {FUNG-WONG} was estimated based on all available data at 420 km East Northeast of Aparri, Cagayan or 340 km East of Basco, Batanes (20.1 °N, 125.2 °E), with maximum sustained winds of 95 km/h near the center and gustiness of up to 115 km/h. It is moving North Northwest at 25 km/h. Meanwhile, at 3:00 AM today, the Low Pressure Area (LPA) (formerly "RAMON") was estimated based on all available data at 55 km West Southwest of Iba, Zambales (14.7 °N, 119.8 °E).

REGIONAL FORECAST:
Batanes and Babuyan Islands will experience Occasional rains with gusty winds due to STS -Sarah-. Possible floodings or landslides. Moderate to heavy damage due to strong winds.

The rest of Cagayan Valley will experience Cloudy skies with scattered rainshowers and thunderstorms duet o STS -Sarah-.  Possible flash floods or landslides during severe thunderstorms.

Metro Manila, Ilocos Region, Cordillera Administrative Region, and Central Luzon will l experience Cloudy skies with scattered rainshowers and thunderstorms due to LPA (formerly - Ramon- ). Possible flash floods or landslides during severe thunderstorms.

The rest of the country will experience Partly cloudy to cloudy skies with isolated rainshowers due to Localized Thunderstorms.  Possible flash floods or landslides during severe thunderstorms.

TYPHOON INFORMATION:
"SARAH" INTENSIFIES INTO A SEVERE TROPICAL STORM.

Owing to changes in the forecast track of "SARAH", the Tropical Cyclone Wind Signal (TCWS) over mainland Cagayan is now lifted. If these changes continue, there is a possibility that the TCWS over Batanes and Babuyan Islands will be lifted in the succeeding bulletins. However, gusty conditions will prevail over the northern and western sections of Northern Luzon, especially in the coastal and mountainous areas due to the surge of the Northeast Monsoon.

At 4:00 AM today, the remnant Low Pressure Area (LPA) of Tropical Depression "Ramon" was estimated based on all available data at 110 km West of Subic, Zambales (14.8°N, 119.3°E).
