Issued at 05:00 AM, November 23, 2019 Synposis: At 3:00 AM today, the center of Tropical Depression "SARAH" {FUNG-WONG} was estimated based on all available data at 630 km Northeast of Basco, Batanes (25.0 °N, 125.6 °E) with maximum sustained winds of 55 km/h near the center and gustiness of up to 70 km/h. It is moving North slowly. Northeast Monsoon affecting Northern and Central Luzon.
REGIONAL FORECAST: Aurora and Quezon will experience Cloudy skies with isolated rains due to Northeast Monsoon. No Significant impact.
Ilocos Region, Cordillera Administrative Region and Cagayan Valley will experience Partly cloudy to cloudy skies with isolated light rains due to Northeast Monsoon. No Significant impact.
Metro Manila and the rest of the country will experience Partly cloudy to cloudy skies with isolated rainshowers due to Localized Thunderstorms.  Possible flash floods or landslides during severe thunderstorms.
