PAGASA Weather Update for Tropical Depression "QUIEL" and Frontal System as of 5:00 PM 05 November 2019.

Synposis  At 3:00 PM today, the center of Tropical Depression "QUIEL" was estimated based on all available data at 540 km West Southwest of Iba, Zambales or 560 km West of Subic, Zambales (13.8 °N, 115.2 °E) with maximum sustained winds of 55 km/h near the center and gustiness of up to 70 km/h. It is moving East slowly. Frontal System affecting Northern Luzon.

LOCATION : 3,065 KM EAST OF EXTREME NORTHERN LUZON (19.7 °N, 151.3 °E)
MAXIMUM SUSTAINED WINDS : 185 KM/H NEAR THE CENTER
GUSTINESS: UP TO 230 KM/H
MOVEMENT: NORTHWEST AT 15 KM/H

THE TROPICAL DEPRESSION WEST SOUTHWEST OF IBA, ZAMBALES HAS ENTERED THE PHILIPPINE AREA OF RESPONSIBILITY (PAR) AND WAS NAMED "QUIEL"

  • Between today until tomorrow (06 November) morning, "QUIEL" and the Frontal System will bring moderate to occasional heavy rains over Northern Luzon, Zambales, and Bataan. Scattered rain showers and thunderstorms may prevail over Mindoro provinces and Palawan. Residents of these areas, especially those living in areas identified to be highly or very highly susceptible to floods and rain-induced landslides, are advised to take precautionary measures, coordinate with local disaster risk reduction and management offices, and continue monitoring for updates, especially the Thunderstorm or Rainfall Advisories and Heavy Rainfall Warnings to be issued by PAGASA Regional Services Divisions.
  • Sea travel is risky, especially for small sea vessels, over the northern and western seaboards of Northern Luzon and the western seaboard of Southern Luzon due to potentially rough sea conditions.
  • "QUIEL" may intensify into a Tropical Storm within 24 hours. Furthermore, it is less likely to make landfall in any part of the country.
  • Active tropical cyclone outside the PAR: At 10:00 AM today, the eye of Typhoon “HALONG” was located based on all available data at 3,110 km East of Extreme Northern Luzon (19.2°N, 151.7°E) with maximum sustained winds of 155 km/h near the center and gustiness of up to 190 km/h. It is moving Northwest at 10 km/h and less likely to enter the PAR


REGIONAL FORECAST

Ilocos Region, Cordillera Administrative Region and Cagayan Valley Region will experience Cloudy skies with scattered rainshowers and thunderstorms due to Frontal System. Possible flash floods or landslides during severe thunderstorms.

Zambales, Bataan, Occidental Mindoro and Palawan will experience Cloudy skies with scattered rainshowers and thunderstorms due to Trough of TD.  Possible flash floods or landslides during severe thunderstorms.

Caraga and Davao Region will experience Cloudy skies with scattered rainshowers and thunderstorms deu to ITCZPossible flash floods or landslides during severe thunderstorms.

Metro Manila and the rest of the country will experience Partly cloudy to cloudy skies with isolated rainshowers due to Localized Thunderstorms.  Possible isolated flash floods or landslides during severe thunderstorms.

Tropical Cyclone Advisory # 1

  At 10:00 PM today , the Low Pressure Area (LPA) was estimated based on all available data at 595  km West Southwest  of  Iba, Zambales (14.0 ºN, 114.6 °E)(OUTSIDE THE PHILIPPINE AREA OF RESPONSIBILITY). This LPA is expected to develop into a Tropical Depression within  12 to 24 hours. Light to moderate with intermittent heavy rains will be experienced over Zambales, Bataan, Cavite, Batangas, and Occidental Mindoro.  Residents in these areas are advised to take precautionary measures against possible flashfloods in low lying areas and landslides over mountainous areas. The Public and Disaster risk reduction management offices concerned  are advised to continue monitoring for updates to be incorporated in the public weather forecast to be issued at 4:00 AM tomorrow. The next weather advisory will be issued at 11:00 AM tomorrow.    

Track: Tomorrow morning 06 November 2019 at distance of 445 km West Southwest of Iba, Zambales (13.2°N, 116.5°E) in form of a Tropical Storm.
