PAGASA Weather Update for Tropical Storm "QUIEL" as of 5:00 AM 07 November 2019.

Synposis  At 3:00 AM today, the center of Tropical Storm "QUIEL" {NAKRI} was estimated based on all available data at 400 km West Northwest of Coron, Palawan (13.4 °N, 116.8 °E) with maximum sustained winds of 85 km/h near the center and gustiness of up to 105 km/h. It is moving °East Southeast slowly. Tail-end of a Cold Front affecting Northern Luzon.

LOCATION : 2,990 KM EAST OF EXTREME NORTHERN LUZON (22.5 °N, 150.8 °E)
MAXIMUM SUSTAINED WINDS : 185 KM/H NEAR THE CENTER
GUSTINESS: UP TO 230 KM/H
MOVEMENT: NORTH °NORTHEAST AT 15 KM/H

TROPICAL STORM "QUIEL" REMAINS ALMOST STATIONARY.
  • Between tonight and tomorrow evening, Tropical Storm "QUIEL" and the Tail-End of a Cold Front will bring light to moderate with occasional heavy rains over Ilocos Region, Batanes, Cagayan (including Babuyan Islands), Apayao, Zambales, Bataan, Occidental Mindoro, Antique, and portions of Palawan (Cuyo Islands and Kalayaan Islands). Light to moderate with intermittent heavy rains will be experienced over Aklan, Iloilo, Guimaras, Oriental Mindoro, and the rest of Palawan (including Calamian Islands).
  • Residents of the aforementioned areas, especially those living in areas identified to be highly or very highly susceptible to floods and rain-induced landslides, are advised to take precautionary measures, coordinate with local disaster risk reduction and management offices, and continue monitoring for updates, especially the Thunderstorm or Rainfall Advisories and Heavy Rainfall Warnings to be issued by PAGASA Regional Services Divisions.
  • Sea travel is risky, especially for small sea vessels, over the northern and western seaboards of Luzon due to potentially rough sea conditions.
  • "QUIEL" is forecast to intensify into a Severe Tropical Storm within 24 hours and remains less likely to make landfall in any part of the country.
REGIONAL FORECAST

Ilocos Region, Cordillera Administrative Region and Cagayan Valley will experience Cloudy skies with scattered to widespread rainshowers and thunderstorms due to TS Quiel / Tail - end of a Cold Front. Possible flash floods or landslides due to heavy rains during severe thunderstorms.

Western Visayas, Zambales, Bataan, Palawan and Mindoro provinces  will experience Cloudy skies with scattered rainshowers and thunderstorms due to TS Quiel.  Possible flash floods or landslides during severe thunderstorms.

Metro Manila and the rest of the country will experience Partly cloudy to cloudy skies with isolated rainshowers due to Localized Thunderstorms.  Possible isolated flash floods or landslides during severe thunderstorms.
