SYNOPSIS:    At 3:00 PM today, the center of Tropical Depression "Josie" was estimated based on all available data including Baguio Doppler Radar at 45 km West Northwest of Laoag City, Ilocos Norte  (18.4 °N, 120.2 °E) with maximum sustained winds of up to 55 km/h near the center and gustiness of up to 65 km/h. It is moving East Northeast at 25 km/h.  Southwest Monsoon affecting Luzon. SEVERE TROPICAL STORM AMPIL (FORMERLY "INDAY") @ 03:00 PM LOCATION: 950 KM NORTH NORTHEAST OF BASCO, BATANES  (27.7 °N, 126.9 °E) [OUTSIDE PAR] MAXIMUM SUSTAINED WINDS: 90 KPH GUSTINESS: UP TO 115 KPH MOVEMENT: NORTHWEST AT 25 KPH
