SYNOPSIS:  At 3:00 AM today, the center of Severe Tropical Storm "ROSITA" was located based on all available data at 205 km West Northwest of Dagupan City, Pangasinan (17.0 N, 118.7 E) with maximum sustained winds of up to 100 km/h near the center and gustiness of up to 120 km/h. It is moving almost Stationary..

NCR Weather Situation: Cloudy skies with scattered rainshowers and thunderstorms will be experienced over Central Luzon. Partly cloudy to cloudy skies with isolated rainshowers or thunderstorms is expected over Metro Manila and CALABARZON. Light to strong winds coming from the south will prevail and the coastal waters will be moderate to rough and rough to very rough over Zambales and Bataan.
