Synopsis: At 3:00 PM today, the center of Tropical Depression "SAMUEL" was estimated based on all available data at 80 km Southeast of Cuyo, Palawan (10.3 N, 121.5 E) with maximum sustained winds of 45 km/h near the center and gustiness of up to 60 km/h. It is moving West at 30 km/h. Northeast Monsoon affecting Northern Luzon.

GUSTINESS: UP TO 90 KM/H
MOVEMENT: WEST NORTHWEST AT 20 KM/H
FORECAST WEATHER CONDITION
Romblon, Mindoro, Palawan including Calamian and Cuyo group of islands, Guimaras, Iloilo, Capiz, Aklan and Antique will experience Rains with Gusty winds due to TD "SAMUEL". Possible flash floods and landslides due to scattered to widespread moderate to heavy rains.
Metro Manila, Central Luzon, CALABARZON, Bicol Region and Marinduque will experience Cloudy skies with scattered rainshowers and thunderstorms due to TD "SAMUEL". Possible flash floods and landslides due to scattered light to moderate to at times heavy rains.
Ilocos Region, Cordillera Administrative Region, and Cagayan Valley will experience Partly cloudy to cloudy skies with isolated light rains due to Northeast Monsoon. No significant impact.
The rest of the country will experience Partly cloudy to cloudy skies with isolated rainshowers due to Localized Thunderstorms. Possible flash floods and landslides during severe thunderstorms.
