SYNOPSIS:  At 3:00 PM today, the center of Tropical Depression "SAMUEL" was estimated based on all available data at 260 km East of Maasin, Southern Leyte (10.4 N, 127.2 E) with maximum sustained winds of 55 km/h near the center and gustiness of up to 65 km/h. It is moving West Northwest at 20 km/h. Northeast Monsoon affecting Northern and Central Luzon.

NCR Weather: Cloudy skies with light to occasionally heavy rains will be experienced over Metro Manila and the rest of NCR-PRSD forecast areas. Light to strong winds blowing from the northeast will prevail and the coastal waters will be moderate to rough while rough to very rough over the eastern coast of Quezon including Polillo Island.
