PAGASA Public Weather Update for Tropical Depression "Samuel" & Typhoon {MAN-YI} as of 4:00 AM 23 November 2018.

Synopsis:   Northeast Monsoon affecting Northern Luzon. TROPICAL DEPRESSION "SAMUEL" IS NOW OUTSIDE THE PHILIPPINE AREA OF RESPONSIBILITY (PAR). Meanwhile, at 3:00 AM today, the eye of Typhoon {MAN-YI} was located based on all available data at 1,400 km East of southern Luzon (13.4°N, 136.9°E) (OUTSIDE PAR) with maximum sustained winds of 145 km/h near the center and gustiness of up to 180 km/h. It is moving West Northwest at 25 km/h. 

FORECAST WEATHER CONDITION



Cagayan Valley Region and the provinces of Ilocos Norte and Apayao will experience Cloudy skies with light rains due to Northeast Monsoon.  No significant impact.

The rest of Cordillera Administrative Region and of Ilocos Region will experience Partly cloudy to cloudy skies with isolated rains due to Northeast Monsoon. No significant impact.

Metro Manila and the rest of the country will experience Partly cloudy to cloudy skies with isolated rainshowers due to Localized Thunderstorms.  Possible flash floods and landslides due to scattered light to moderate to at times heavy rains.

WHAT TO EXPECT FOR TYPHOON MAN-YI:
 Typhoon "MAN-YI" has no direct effect on any part of the country at the moment. However, it may enter the Philippine Area of Responsibility (PAR) by Saturday evening or Sunday morning and will be named "TOMAS".
