SYNOPSIS: Northeast Monsoon affecting Northern Luzon. Meanwhile, at 3:00 AM today, the eye of Typhoon {MAN-YI} was located based on all available data at 1,400 km East of southern Luzon (13.4°N, 136.9°E) (OUTSIDE PAR) with maximum sustained winds of 145 km/h near the center and gustiness of up to 180 km/h. NCR Weather: Partly cloudy to cloudy skies with isolated rainshowers or thunderstorms will be experience over Metro Manila and the rest of NCR-PRSD forecast areas.
