SYNOPSIS:  At 3:00 am today, the center of Severe Tropical Storm "YUTU" (Formerly #RositaPH) was at located based on all available data at 402km West Northwest of Laoag City, Ilocos Norte (19.1N, 116.9E) with maximum sustained winds of up to 90 km/h near the center and gustiness of up to 115 km/h. It is moving North Northwest at 15 kph.

NCR Weather Situation: Partly cloudy to cloudy skies with isolated rainshowers and thunderstorm will be experienced over Metro Manila and the rest of NCR-PRSD forecast area. Light to moderate winds coming from southeast to east will prevail over the area and the coastal waters will be slight to rough.
