SYNOPSIS:  At 3:00 AM today, the center of Tropical Depression "SAMUEL" was estimated based on all available data at 75 km North of Puerto Princesa City, Palawan (10.4 N, 118.8 E) with maximum sustained winds of 45 km/h near the center and gustiness of up to 65 km/h. It is moving West at 25 km/h. Northeast Monsoon affecting Northern Luzon.

NCR Weather: Partly cloudy to cloudy skies with isolated rainshowers or thunderstorms are expected over Metro Manila and the rest of NCR-PRSD forecast area. Light to occasionally strong winds coming from northeast to east will prevail and becoming northwest over Pampanga, Tarlac, Zambales and Bataan. The coastal waters along these areas will be slight to occasionally rough.
