SYNOPSIS:  At 3:00 PM today, the center of Tropical Depression SAMUEL was estimated based on all available data at 875 km Southeast of Hinatuan, Surigao del Sur (06.3 N, 134.0 E) with maximum sustained winds of 55 km/h near the center and gustiness of up to 65 km/h. It is moving West Southwest at 25 km/h. Northeast Monsoon affecting Northern and Central Luzon.

NCR Weather Situation: Partly cloudy to cloudy skies with isolated rainshowers will be experienced over Metro Manila and CALABARZON. Partly cloudy to cloudy skies with isolated light rains is expected over Central Luzon. Light to moderate winds blowing from the northeast will prevail and the coastal waters will be slight to rough.
