SYNOPSIS:  At 3:00 AM today, the Low Pressure Area (LPA) was estimated based on all available data at 955 km East of Hinatuan, Surigao del Sur (7.0 N, 134.9 E). Northeast Monsoon affecting Luzon. .

NCR Weather: Cloudy skies with isolated light rains will be experienced over Quezon province. Partly cloudy to cloudy skies with isolated light rains are expected over Metro Manila and the rest of NCR-PRSD forecast areas. Light to moderate winds coming from northeast will prevail and becoming northwest over Zambales and Bataan. The coastal waters along these areas will be moderate while rough to very rough over the eastern seaboards of Quezon province including Polillo island.
