SYNOPSIS:  At 3:00 AM today, the Low Pressure Area (LPA) was estimated based on all available data at 165 km Northeast of Surigao City, Surigao del Norte (10.7 N, 126.7 E). Northeast Monsoon affecting Luzon.

NCR Weather: Cloudy skies with light rains will be experienced over Metro Manila and the rest of NCR-PRSD forecast areas. Light to moderate winds blowing from the northeast to north will prevail and the coastal waters along Zambales, Bataan and Quezon will be moderate to rough while the rest will be slight to moderate.
