SYNOPSIS:  At 3:00 AM today, the center of Tropical Depression "USMAN" was estimated based on all available data at 795 km East of Hinatuan, Surigao del Sur (9.2 N, 133.5 E) with maximum sustained winds of 45 km/h near the center and gustiness of up to 60 km/h. It is moving West Northwest at 20 km/h. Northeast Monsoon affecting Northern Luzon.

NCR Weather: Cloudy to cloudy skies with isolated rainshowers or thunderstorms are expected over Metro Manila and the rest of NCR-PRSD forecast area. Light to occasionally strong winds coming from northeast to east will prevail and becoming northwest over Pampanga, Tarlac, Zambales and Bataan. The coastal waters along these areas will be slight to occasionally rough.
