SYNOPSIS:  At 3:00 PM today, the center of Tropical Depression "USMAN" was estimated based on all available data at 955 km East of Hinatuan, Surigao del Sur ( 8.5 N, 135.0 E) with maximum sustained winds of 45 km/h near the center and gustiness of up to 60 km/h. It is moving Northwest at 20 km/h. Northeast Monsoon affecting Extreme Northern Luzon.

NCR Weather: Partly cloudy to cloudy skies with isolated light rains will be experienced over Metro Manila and the rest of NCR-PRSD forecast areas. Light to moderate winds blowing from the northeast will prevail and the coastal waters along these areas will be moderate to rough.
