Synopsis:  Northeast Monsoon  affecting the whole country.   Meanwhile, as of 3:00 PM today, the eye of  Typhoon "WUTIP" was located based on all available data at 1,950 km East of Central Luzon  (16.2 °N, 139.8 °E)[OUTSIDE PAR] with maximum sustained winds of 150 km/h near the center and gustiness of up to  185  km/h. It is moving North Northwest  slowly.

WUTIP has weakened into a Tropical Storm as it moves West-Northwestward.

• Location of Center: (10:00 AM today) The eye of Tropical Storm "WUTIP" was estimated based on all available data at 1,540 km East of Northern Luzon (OUTSIDE PAR)(17.1°N,136.2°E)
• Maximum Sustained Winds; 80 km/h near the center
• Gustiness: Up to 95 km/h
• Movement: West Northwest at 20 km/h
• Forecast Positions and Intensities: Tomorrow morning
• 01 March 2019 - 1,345 km East of Aparri, Cagayan (18.9°N, 134.4°E) as Tropical Depression

1. WUTIP may enter the Philippine Area of Responsibility (PAR) between today (28 February) evening and tomorrow (01 March) early morning.  Once it enters PAR, it will be named BETTY. 
2. WUTIP poses no direct threat to any part of the country.
3. The name WUTIP (or butterfly) was contributed by Macao S.A.R. (China).
