Issued at 05:00 PM, October 31, 2019 Synposis  At 3:00 PM today, the Low Pressure Area (LPA) was estimated based on all available data at 600 km East of Davao City (8.0 °N, 131.2 °E). Northeast Monsoon affecting Northern Luzon.
Bicol Region, Visayas and Mindanao will experience Cloudy skies with scattered rainshowers and thunderstorms due to LPA.  Possible flash floods or landslides during severe thunderstorm.
Cagayan Valley and the provinces of Aurora and Quezon will experience Cloudy skies with isolated light rain due to Northeast Monsoon.  No significant impact
